Law360, New York (September 16, 2016, 4:44 PM EDT) — In a split decision, the Ninth Circuit refused Thursday to grant a petition for review of a Board of Immigration Appeals decision that denied a bid by two Indonesians to reopen their deportation proceedings, with the majority saying the board did not abuse its discretion.
