Law360, New York (September 1, 2016, 4:03 PM ET) — A naturalized U.S. citizen and his Pakistani Muslim wife have filed a complaint against the U.S. Department of Homeland Security and other government agencies, alleging that a little-known government program is to blame for her immigrant visa application not moving forward.

Syed Wasim Ali and Madiha Mustafa argue that the agencies are violating the Administrative Procedure Act and their due process rights by allegedly implementing the DHS’s Controlled Application Review and Resolution Program, or CARRP, to stymie her application, according to the complaint filed on Tuesday…
