Law360, New York (September 26, 2016, 2:57 PM EDT) — A Jordanian permanent U.S. resident sued the U.S. Department of Homeland Security in Missouri federal court Friday, accusing the agency of unlawfully delaying his application for naturalization and blacklisting him as a national security concern.

Emad Haroun claims that U.S. Citizenship and Immigration Services, a DHS unit, has illegally prohibited him from upgrading his immigration status to that of U.S. citizen despite his eligibility to do so.

Haroun says that instead of processing his application in accordance with applicable legal criteria, USCIS has applied different rules…
