Ted Cruz introduced a bill Tuesday that would allow governors to bar refugees, unveiling the legislation less than a week after Texas filed a suit to halt the settlement of Syrian refugees in the state, which some legal experts say may be on shaky footing.

The Texas Republican put forth the State Refugee Security Act of 2015, a bill that would let governors turn away refugees in their states unless there is an “adequate assurance” that the foreign nationals aren’t a security risk.
